Mmmh. You can see it that way, but you don't have to.
First, the 0.1% will not simply disappear when the USA & with it the entire West go down.
Secondly, if you look at the development of the USA in the last years, it is quite possible that in case of war, they just start to scream gay, waving their arms & laying down their weapons.
And anyway, I think that the problem is not the 0.1%, but the majority of the rest of the population.

The world will know no peace, while the stupid & greedy masses of humanoid livestock are shattering the silence & crapping all over the landscape.
